I'm a bit confused over the gardening works taking place on this site, so perhaps Gordon can help.
I was talking to a resident that lives next to/nearby the land being developed and they inform me their deeds state this land can only be used as a children's playground and they have not been contacted by NPC about the current gardening activity.
Also the work is being paid for by donation!
This information is second hand so I look forward to being put straight.

Residents surrounding this area were consulted last year as to what they would like to see here. The general consensus was that it should be partially landscaped and generally made more attractive. The aim was to keep an 'open' area with very low on going maintenance. A similar scheme is planned for Southfields/West close subject to consultations with ERYC.

Blackthorn Close Play Area
Oh dear Adrian, I hope this issue hasn't raised its head once again.
It must be about 12 years ago that the issues around this play area became prominent.
As I recall, residents living next to the play area started by complaining about kids playing on it. NPC became involved and, against my best juggement NPC put up signs declaring "no ball games".
There were also plans to plant loads of briar/gorse type plants to deter children from using this facility. I am not sure if these were finally installed.
It is my understanding, although I have never seen the evidence, that when the estate was planned the council laid down a condition that the plans had to include play areas for the children on the estate.
I can see both sides of the argument - a nice garden would look a lot better than a scruffy play area, but the kids do need somewhere to play. OK, the local residents may not like the noise from the play area, but it was there when they purchased or rented their properties.
What I do wonder is if the residents were consulted about any change of use and what the legal position is.
Perhaps Gordon can update us.
